The Member of Parliament for Korle Klottey Constituency, Dr. Zanetor Agyemang Rawlings has come under severe criticism following her commnet that former president John Agyekum Kufour did not start the National Health Insurance (NHIS).

According to the NDC MP, the NHIS was piloted during the PNDC era but the NDC has failed to defend their legacy that is why the NPP is taking credit for projects initiated by the NDC.

Reacting to this, Prof. Dinkum ( The Buzzing Rapine of Erudition ) said he believes Dr. Zanetor Rawlings had been diagnosed of delirium before that interview with GHone TV.

Adding that the assertion that her father was the initiator of the said health policy is a whopper.

“I was flagrantly floored into stupefaction, when Zanetor Rawlings, the Member of Parliament for Korle – Klottey kibitzed with Ghone TV, whereas she ventured that, the NHIS  is not the legacy of H. E. Agyekum Kufour but alluded to the NDC, of which she expressed that, her late father, H. E. Jerry John Rawlings was the father of it. I guess, she had been diagnosed of delirium before that interview with GHone TV emerged. Her pontification that, her father was the initiator of the said health policy is a whopper ! Since the NDC chapters have the predilections and the capers to soft soap the electorates with their humbug expositions, we are also eagerly poised to stave off that attempt pedagogically. A ravishing woman of your calibre should not blight your probity with mendacity.” Prof. Dinkum said in a statement.

Below is the full statement

THE VAPIDITY OF ZANETOR AGYEMANG – RAWLINGS HAS BEEN EXPOSED IN MORTIFICATION.

I was flagrantly floored into stupefaction, when Zanetor Rawlings, the Member of Parliament for Korle – Klottey kibitzed with Ghone TV, whereas she ventured that, the NHIS  is not the legacy of H. A ravishing woman of your calibre should not blight your probity with mendacity. The former President, John Agyekum Kufour reigned as the President of this country from 7th January 2001 to 7th January 2009. Since, you are a Medical Doctor, let me tutor you about the youth of this policy in your own specialized field.

In 2003, the National Health Insurance Authority (NHIA) was established under the National Health Insurance Act 2003, Act 650, as a body corporate, with perpetual succession, an Official Seal, that may sue and be sued in its own name. You are a Medical Doctor, so you are illuminated with this regulation on the said policy, right ?  Who was the president by then, Hon. Zanetor Rawlings? Although a new law, Act 852 had supplanted ACT 650 in october 2012 to consolidate the NHIS, efface out administrative bottlenecks, introduce lucidity, dwarf opportunities for corruptions and gaming of the system, and make for more vibrant governance of the scheme.

The ex President John Kufuor, launched on Thursday a National Insurance Health Scheme designed to offer affordable medical care, chiefly to the poor and vulnerable among Ghana’s 19 million people then. Before this prodigious and grand policy steered by H. E. John Agyekum Kufour, Ghana was then operating a cost-recovery health delivery system known infamously as the ‘cash-and-carry’ system since 1985, whereby patients were required to pay up-front for health services at government clinics and hospitals. This had, however, pushed health care far beyond the reach of the generic Ghanaians.

According to Kufuor, 40.6 billion cedis – nearly US$ 5 million – from the Heavily Indebted Poor Countries Index (HIPC) was used to subsidize the scheme at the district level. A similar amount was set aside for health workers who assented to work in deprived areas in the country. “An additional 1,200 ward aides will be trained by December this year to make up for the exodus of Ghanaian nurses while government will initially provide 60 ambulances to support the scheme,” Kufuor added. The NHIS was running energetically and efficaciously under the sovereign of the NPP until your brash partisan party haplessly took over the presidential decree from us. From there, your government became the hotbed for the comatose of this health policy, where your government subsequently immured us into a cranky Gh¢1.2 billion legacy debt, of which the true – blue president, H. E. Nana Akufo Addo came into the party and settled the debt on the 11th May 2019 for the resuscitation of that policy.

To stretch my defense on this, on the 20th January 2011, the Convention Peoples Party on wednesday submitted panegyric to the former President, John Agyekum Kufour for his intrepidity in establishing the National Health Insurance Scheme (NHIS). ” This social shall go down in the history of Ghana as one of the most important pro – poor policies. Former President deserves for his boldness ” Professor Agyemang Badu Akosa stated at a CPP press conference in Accra.

This has reasserted the fact that, H. E. John Agyekum Kufour under his sole tutelage impelled this policy. So, Hon. Zanetor Rawlings, you must be non-fictional instead of your saccharine exhibition next time.
