The Buzzing Rapine of Erudition, Prof. Dinkum has challenged the constitutional power of the Speaker of Parliament, Alban Bagbin.
He said there is no doubt that the speaker remains the third most powerful person in Ghana after the president and his vice but he has limitations.
According to Prof. Dinkum, the speaker, can not issue orders or institute a policy in the country in the absence of the President and the VEEP since he exercises his powers over Parliamentary proceedings only.
“You make me chortle when you swank about being the third most powerful person in Ghana after the president and his Veep. It is the gospel truth, but your own is restricted in Parliament only according to Article 101 of the 1992 Constitution. Mr. Bagbin , can you issue order/ institute a policy in this Country if the President and his Veep aren’t around of your own volition? As I said, you preside over Parliamentary proceedings only and nothing more, nothing less. It is also factual that, Parliament is the ultimate headquarters, which houses the President, the Veep and all the Parliamentarians in initiating of a policy/laws for the Country, but aside the Parliament, your constitutional duties as being the Speaker of Parliament are inutile !” He quizzed.
“As the Speaker, you must be well – equipped with all the appurtenant laws in that sector. The recent topsy – turvy you had with Hon. Dr Kwaku Afriyie, the MP for Sefwi – Wiawso attested that, your legal understanding has been kept in dangling and you are being eluded by the rudimentary of parliamentarianism.” He added.
His comment comes after the Speaker caused Member of Parliament (MP) for Sefwi-Wiawso Dr Kwaku Afriyie to walk out of Parliament during proceedings on Monday, July 22 after the MP challenged the authority of the speaker when he made preliminary comments on the referral of nominees to the Supreme Court.
“This is a completely rude remark and I can send you out of the House now. It lies in my authority to do so. You represent the good people of Sefwi-Wiawso, I represent the whole country. Please Marshall take him out of the house. I will not entertain such disrespect. It lies in my mouth.” The Speaker ordered.

I have been tickled pink to submit this encyclical letter to your end. Patently, you are a seasoned Politician, who has reigned supreme over all our cardinal Political cycles. The pinnacle of your partisan politics cropped up when you were appointed as the Majority Leader in Parliament in 2009 – it was a tipping point for you. Having been in Parliament since 1992 coughs of how hulking your Political trajectory has made you a major – league Politician. I don’t want to blab the loadsa Parliamentary Committees you had presided over before your prevailing position. You are the senescent man in Parliament, so my intelligence tells me that, through deference, your compeers have styled you as ‘ The Father of the House ‘.
You are hero – worshipped every man jack of the Parliamentarians, because of your egalitarianism, clubbiness and altruism. Therefore, on the 7th January 2021, when you were avowed as the Speaker of Parliament, it ravished us with joy at the effectuation of your upbeat political reverberations. Albeit, we had the impression that, it would be your high noon of the psalms we mounted on you, but regardless, we were sanguine in your Political exploits until you ascended into this position. You haven’t knocked us for six, rather, you have become anathema to the entire Country through your panjandrum carnivalism.

My edginess is how you have lacked perspicacity now. Hon. Dr. Afriyie queried unscathed question to you and that got you exasperated! Your fractious nature doesn’t conform to the tenet of your position. How does asking the Speaker’s question become prejudicial in Parliament now ?. Your condescending and hoity – toity behavior must be uprooted from you. I am not a Parliamentarian neither I am a legal practitioner, but since, I am a student of both partisan politics and law, I have garnered for cosmic insight in this department.
Your decision to order the Marshall to sack Hon. Dr. Kwaku Afriyie wasn’t craptacular only but unripe as well. According to Order 100 (1) of the Standing Orders of Parliament, enunciates that, ‘ the Speaker may order a Member whose conduct is grossly disorderly withdraw immediately from the House during the remainder of that day’s sitting ‘ How did his question ask accord him with that adjectival description, ‘ grossly disorderly ‘ ? How you erred his confidence for arrogance was fluffy. The ascendancy you want to crave over the Parliamentarians in Parliament surreptitiously won’t be in actuality. Your naiveness of the law in Parliament has jeopardized your Parliamentary heydays. Even if, Hon. Dr. Afriyie putatively arrayed any uncouth behavior, does the law demand you to boycott him from Parliament ?
Order 31 puts your competence in gutters. It unfolds that, ‘ in all cases of proceedings where complaint is made of a breach of privilege or contempt of Parliament, the Speaker may direct that, the matter be referred to the Committee of Privileges ‘. Mr. Bagbin, you don’t need a technical know – how to fathom this jurisdiction. You have reached the nadir of your partisan politics because of your contracted task to game Parliamentary proceedings in favour of your foul Party. Who even exhibits vulgarism and refractoriness in Parliament than Okudzeto Ablakwa ? Because you are tweedledum and tweedledee, you have activated your clemency towards him and you anticipate your so – called antagonists to be plebeians. In all these things, yet you claim that, you are scrupulous _ such infernal nuisance. At where you are now, you are at your political Dunkirk point : modify yourself now for the sake of your notability.
